IMO, I do not think he's a scammer (yet). As someone mentioned, he's (or they are) quite new and probably still trying to figure out what people would like to see and if they're willing to do those unlike others who has been around for a while and tricking people to buy contents that were not as advertised. For me, that's scamming.
Hope their contents gets better with time.
He’s charging $20 for the exact same content in his Twitter and convincing people to subscribe to his of to see the full videos KNOWING he’s only posting an extra 20 seconds and he’s going to charge further obscene amounts, that my friend is a SCAM. Don’t be deluded.

When you subscribe to someone's OF, it's open and can't expect anything unless things are advertised upfront. Some people do not do much on their OF accounts - they're just being cute but some people are ok with that.
It may disappointing (for you and others) but I can't call it scamming. Scamming is when you sell something not as advertised. Ask first before you buy, I guess...

OnlyFans is like an unknown amusement park - you come in for a fee and may or may not like what you see inside but it's up to you but to others it may be just ok. OF refunded your money because you're clearly disappointed as you did not see what you were expecting to see. IMHO, they are not scammers.
