Well, for me, the scrotum starts on the shaft when fully erect. I guess it's the equivalent of having a turkey neck on your penis.

It's an inconvenience for me, but it's not necessarily painful. It's just an aesthetic issue.

The pictures I posted in my thread no longer exist because I had a name change since I made the topic, but you can probably see it in this picture (somewhat):

See how, near the bottom of my shaft, the tip of the scrotum starts "webbing" down instead of starting closer to the base? To post an example of a penis that does not have a scrotum riding up the shaft, here's one of the members who posted in my thread:

Haven't had that back had a complete scrotal reconstruction back in 2010 after I had it removed because I contracted a flesh eating bacteria.
They basically took all of the inner thigh of my left leg and made a pouch to hold my testies.

Anything done down there is never good, so all the best, mate.
