I'm uncircumcised, and one problem i'm having is my Frenulum (the "string" behind your head that bind the head to the foreskin) is too short.

Mostly, the people with this problem also have a tight foreskin and a problem pulling it all the way back.
I don't have this problem, but my penishead bends slightly downwards when i pull my foreskin all the way back. It does not hurt, but i'm worried that it might tear when having sex.

Is there something i should do about it? or is it fine as it is?

It's supposed to do that when retracted all the way. There are numerous theories about why we are designed this way, including the idea that the frenulum positions the meatus optimally at full thrust for depositing semen. While sometimes frenula can tear during extremely vigorous intercourse, as moist mucosal tissue it is generally more resilient than average skin and tearing is rare. The design has served mankind for hundreds of thousands of years.

What you describe is rather different from frenulum breve, or the medical understanding of short frenulum.

Had mine snipped, pretty painless with a little numbing stuff, healed quickly, and don't regret it at all.

Might sound stupid, but do you have to be erect for the snipping? because the "string" is not stretched when flaccid, so i figure it might be hard to find and cut it when your flaccid...

No don't have to be erect; it differs depending on which country and which doctor but I was knocked out for my snip.
