In theory the bigger you are the bigger your gains will be. I wouldn't try to add length because there is a "too much". 1 inch in girth is definetely a reachable goal. But it will take time and dedication.

I'm no fan of pumping but there are guys who got permanent gains by pumping, often at the expense of aesthetics.
I'd start with jelqs and later on clamping. I think clamping is the most effective exercise for girth anyway.
