It depends on circumstances.

a) Other than going naked in public (risky: think JAIL) or visiting a naturist resort, an effective way to show off your goods is to don a speedo or spandex style swimsuit at your local pool, health club, spa, beach, etc. Spandex type swimsuits cling closely and legally reveal as much male anatomy as is possible in public.
