Another reason for this law is Brexit.
Those who prefered Brexit are now in government and they knew already before the Brexit vote that everything they have promised was a lie.
Now you can see it's a lie and such laws are a try to hide these lies.
Britain desperately needs access to the EU market and torriesknew it... and because Britain needs the access, they have to accept free movement. Something torries knew as well, but still they promised "less migration"...
They can't and aren't willing to keep this promis. The access is needed to keep the wealthy friends of the politicians wealthy (and themself). It's also needed to get high educated labour just as cheap labour.
But the torries have to proof that they mean what they say. So some HAVE to leave, no matter what... and it's usually the weakest of the society.
Plus, it's a strong picture to departure people from Jamaica.
1. Most of them are black. You can easy tell "they aren't British"
2. Jamaica is poor. Therefore immigrants from Jamaica have to be poor as well.
Of the old lady who voted for Brexit and the torries sees a black immigrant being deported to Jamaica, she thinks "finally I get my Britain back".
In 5 years the wuill be dead, but the crime done to these people will still exist.
