Bomb squads have a lot of experience with bombs. They can tell if a bomb was made in a way that it is going to fail, and if that is the case they won't intentionally detonate it because they can gather important evidence from the bomb to determine who made it and sent it. That's how they found the guy so quickly, though anyone who is fanatic about a government official should be raising a red flag in everyone's mind. For example, the Unabomber had a shack in which several explosive devices were found, not detonated, and used to confirm his identity.

Just because you suck at making something doesn't mean you didn't have intent while trying to build that thing. Who would have thought the pretend stripper, pretend Seminole, roided up guy living in a van covered with hateful imagery wouldn't really be good at what he tried to do.
