After almost a year since December or January till just recently like mid October I've been PEing. In all of this I've torn one of my suspensory ligaments which is the reason why I believe my penis no longer hangs up but rather more to the right side because the left suspensory ligament is no longer there holding it up to point up.

The second thing is one of my testicles no longer hang as low as the other. it used to now it's more higher up even when I'm not erect.

I think you are right I was pulling too hard which I hadn't found out until the near the middle of summer or something.
The thing is the torn suspensory ligament cannot be healed right?

If you truly have a torn ligament, it may or may not reattach itself. Here's a test you can do- get an erection and try to raise your penis up and down on its own. If it's not going up and down in a straight line or if you experience any sharp pains, your best bet would be to have a thorough medical exam to see if it's a tear or just a strain.
