Tax cuts have the effect of pushing up house prices, this was observed when the Thatcher administration tried to roll out Enterprise Zones in the early 80's. They'd cut taxes in certain locations only for the landlords to increase commercial rents to a point where the net tax benefits had been removed.
Good for homeowners, bad for everyone else.
