Don't any of you guys/gals watch Seinfeld? Don't you remember the episode when George just got out of the ocean (cold water) and was changing....when a girlfriend walked in on him. He said when in the cold water his was like a frightened turtle!
For most men, cold temperatures cause the penis and tesitcles to pull up towards the heat of the body....in warmer temperatures both penis and testicles hang lower to stay cool (sperm production).
I love to walk around nude as much as possible, but notice that I do tend to pull up or shrink after my "boys" are out in the open for some time. I'm not much in the size dept.....5.75/6.00 erect........when soft and nude outdoors, I can really shrink. What's a guy to do??

. . . . Its a good thought you have with less blood flow, the penis itself is a muscle and is indeed circulated with less blood in winter when not in use, that blood is circulated where it is needed more; the testes

If the penis were a muscle there would be no limit to the number of guys working out at the gyms. Muscle size, as we all know, can be increased with proper exercise, becs, but there isn't a muscle in the dick -- just skin, ligaments, blood vessels, and three cylindrical, sponge-like structures running parallel to the urethra along its length.
