Testosterone only triggers the penis to reach it's genetic potential. There is no evidence that it actually makes it bigger. Otherwise roiders would be huge. Current hypothesis seem to be that penis size is based on the number of hormone receptors on the penis. Once the growth-receptors bond with a hormone, they activate once and turn off. It takes time for all those receptors to get fully activated, but once they activate once, that's it (in regards to hormones).

Testosterone can help with erection quality, which may help with other PE exercises, but hormones don't really effect size after the natural growth process is completed.

Testosterone will do nothing to enlarge your penis if you have reached adulthood. However, it will result in stronger erections. higher sex drive, and possibly more aggressive behavior.

Testosterone administered prior to or during puberty may increase penis adult size, by starting development sooner. I have a friend who grew up outside the USA, where medical practices are a bit different. He distressed his father by exhibiting "homosexual tendencies" as a small child. So, the father found a doctor who prescribed therapy with hormones, which I assume included testosterone. He grew up to be gay anyway. He did end up with a huge dick (but is a total bottom), tiny balls, and suffers from depression, all of which are likely attributable to this "therapy."

Sounds like your friend may need some psychological therapy, if he hasn't received any yet. Other than that, it sucks what your friend went through.

I tried dht gel on my dck and it didn’t work
It only Made me ridiculously horny

Dihydrotestosterone is responsible for completing our max preset length at puberty

our max length is set during the first trimester of pregnancy

so in other words a big dck is made in the womb

dihydrotestosterone is responsible for length

and growth hormone is responsible for girth growth

Testosterone has no ability to male your cock keep growing. If it did, ever roided out body builder would be literally hung like a stallion. That said, if you have low testosterone, which males start to experience in their 40 and 50's as the levels slowly decline from their peak in the 20's, testosterone as a supplement may be a good choice. Testosterone will not shrink your testes unless you are taking a super physiological dose (i.e. more than you would every produce naturally) but studies published in legitimate peer reviewed medical journals show supplementing the levels when they fall improves many things from bone density to sexual appetite.
That said, it has also been found that testosterone supplements users hav a higher incidence of cardiovascular events/deaths but if you look t the study details you are looking at a lot of middle sedentary males; you don't see this among active/athletes like myself. The lesson here: don't be a couch potato.
If you use testosterone, do not waste your money on daily use creams and gels type crap, originally designed to give drug companies an excuse for an expensive high cost version of the molecule (the delivery system had the patent, not the molecule). Just do the intramuscular injection. You can give it to yourself, and only have to do it 1 to 4 times a month depending on your test level needs and it costs far less.

Testosterone does not increase penis size in adult men. It can however increase the risk of developing prostate cancer so if you're taking testosterone supplements you need to monitor your PSA levels
