Definitely. There have been many changes over the years that have contributed. Most gyms have rules or signs prohibiting cell phone usage in changing areas and showers. My gym does not, but I discourage people I know if they decide to have a conversation on the phone while I'm changing. There is a seating area a few feet away that could be used for that purpose. If someone (usually a younger member) is using the phone when I'm about to change -- I usually move to a different section. I'm not paranoid about phones, so if someone was sly or really wanted to snap a pic, I probably wouldn't be aware.

As it relates to cellphones in the locker room. People are very tone deaf when it comes to why it's inappropriate. Most of the guys I see are not intentionally doing anything nefarious such as recording but we live in a time where people love to take selfies. I see the guys standing in front of the mirrors just snapping pics and sometimes doing videos of themselves but completely oblivious to the fact that there are men in various states of dress just behind them or somewhere in the frame of their picture. People are also facetiming more than ever. I've seen guys prop their phones up in their locker and facetime others while they are changing. Seems innocent enough but I'm sure that the person coming in to change and workout might not appreciate the fact that someone on a phone might see them get naked.
 
I think there are a lot of reason and factors here, but I think it goes down to people not being used to it anymore. In the past, private showers only existed in homes. Gyms, pools, colleges …etc. all had communal showers, there was no escape from it and therefore people got used it early on.
