The Gay Eye Contact/Cruising Thing

Can someone please explain this to me. It's happened and at moments I just catch myself like SHIT look away. Does the eye contact/stare thing really work? If I'm too shy to approach a guy, is it wise to watch him, smile/wink maybe? I feel like there's some kind of underground gay code that I need to catch up on.
