Well, they say a picture's worth a thousand words, but I don't think I'd be too happy if someone snapped a pic of me at my worst to bring out 25 years later. Funny, though.

I doubt it's photoshopped, it's just old news.

I don't see what relevance that photo has to his position as governor in any case. I mean, personally I think the guy's a tard and his election was really depressing, but is there anyone over the age of 16 who HASN'T groped girls at parties at least once?
