'Noobie' and 'newbie' are two completely different words, with two completely different definitions. 'Noob' has no correlation with duration.
'Newbie' is exactly as it suggests - a name for someone who is new or inexperienced at or to something. It's a simple statement.
'Noobie' is calling someone ignorant or unskilled. Suggesting that, despite them not being new, their expertise, knowledge or awareness is equal to that of someone who is new.
No subtle differences:
Calling somebody a 'newb' is not an insult.
Calling somebody a 'noob' is an insult.

That's very interesting...I have never really thought of the difference before, but I come from the school of thought that you can read a book and have 1 week of training and you can do anything except maybe brain surgery and land a 747!
