I'm in LA. When are those mandatory headset while driving laws taking effect....
I believe it's July 1, 2008 when the hands-free law takes effect. BTW, the law which prohibits drivers under 18 from using a cellphone in the car has already taken effect.

It only took the California Legislature 20 years to pass this.

I actually went so far as to do an informal survey and I tend to agree with Larry. When I was working I had to stop at the busiest light in the county to make a left turn just outside the mall. I would count car after car after car of women yapping away on their cell phones even though it's illegal to do so here in New York. Far fewer men appeared to be using their cells but for all I know (because all men are gadget lovers, ahem) they had hands-free sets.

I loathe cell phones and gave them up. I may get another but there are no truly pay-as-you-go plans out there and I don't particularly care to get a brain tumor.

Yes, cell phones and driving don't mix well. But bad driving is bad driving. The OP mentions that he drives very fast. Very fast driving is not good driving as it doesn't allow as much reaction time and is often way out of sink with the flow of traffic. I do speed some, usually it is about 5 to 7 miles over the speed limit, and I mainly only do it in order to keep up somewhat with the general flow of traffic in which many are often going 5 to 10 miles over the limit. Driving slower than the flow creates jams and driving faster than the flow, typically running up close to bumpers and weaving in and out of traffic, creates an unpleasant and less safe environment. The number one cause of wrecks is following too close, and very fast drivers typically do not like to sit back some distance. Most people are not all that good at driving, but just about everyone thinks they are. I've known a couple of guys that have been in over a dozen wrecks each, the vast majority of the wrecks their fault. One a very fast driver with road rage, and the other a slow driver that doesn't pay enough attention to the surrounding traffic. The slow driver continued to claim to be a good driver. The fast one didn't give a shit either way, he just wanted everyone to get out of his way.

Without feeding the assumed "facts" which seem to be more hearsay and removing a whole bunch of gender bias... I'd say it's pretty safe to assume you get a lot of cell-phone-toting drivers out there, who, regardless of gender, are pretty awful drivers.

Regional and national differences aside (a while ago I read it was because a lot more drivers as a percentage of the total were male, I'm not sure how this works out now) - it's fair to assume that anyone with a cellphone in their hands (or no seatbelt) is inattentive to some degree - and you'd best either get past them or stay well behind them.
