I think there is a little bit cleverer than the article suggests. I am sure I have come across that style of urinal before without the tap on and it is a waterless one, i.e. one that neither flushes automatically nor has a manual control to flush it. They are a water saving measure and rely on cleaners coming round every so often.

What a waterless urinal can't do, though, is save the water used for handwashing. With this design the water used for handwashing has the secondary effect of flushing the urinal so this should have less problem with smell, or alteratively can be cleaned less often, than a standard waterless one but with no increase in water consumption.

So back to the original question, yes it would be fine to use. It's not like you touch the urinal surface while you wash your hands and even without the tap being automatic it wouldn't be any dirtier than the tap at the sink in a standard set up. With the automatic tap it would be an improvement.

The only thing not shown in the picture is a soap dispenser which would obviously be useful.
