Question: Are Black men complaining?
As a woman my experience with Black men has been that they tend to allude (if not come right and said at times - the younger braggarts anyway), certainly never deny, that they have large penises. Some even go so far as to constantly touch their crotch as if to purposely put on show to bring attention to the area in a manner that suggests they've got a lot to move around down there. There is an attitude, a walk, a clothing style, that goes hand and, em, dick with this exaggerated display of masculinity and bravado.
Therefore my personal experience has taught me they don't, in general, mind this stereotype and instead see it as a positive, an advantage, to score women.
The older mature Black men who've hit on me hardly ever use such crass immature tactics but young Black men who have come on to me, and there have been many, seemingly embrace the stereotype and use it to their advantage not only to get in womens' pants but many times I've seen them use it to garner this sense publicly that they are superior sexually to other males of differing races in their orbit.
Furthermore, the "once you go Black" is clearly being perpetuated by Blacks both male and female. Every time I've heard someone promoting this, as you call it "racist" stereotype, it was by Blacks.
Certainly there is a media and cultural proliferation of the stereotype however, again, I don't see Blacks crying foul but instead actively aiding in it's promotion.
There is a platoon of well-endowed Black males in porn, who run and participate in their own production companies, who's whole pornographic focus is to promote this, obviously not in their case a stereotype, especially (almost always) when it comes to Black males having sex with White women. The general theme, the message, being that Black men because of their size are preferred by White women.
Who's promoting the myth, stereotype, making propaganda for racial superiority?
I am aware, even read on this forum, that a number of Black men who don't meet these stereotyped expectations and are average wish such stereotypes didn't exist. But again within their own culture the positives seemingly outweigh the negatives. It's not White men saying that Black men are hung (in this day and age why the fuck would they do that?) it's Black men actively promoting themselves as such. The old racial profile you suggest is antiquated. Trying to be disparaging by saying another man is a threat to women because he is hung is laughable in today's world.
I therefore don't believe the label of "racist" is applicable here. That is unless you wish to apply it to Blacks too? It may find it's roots in racism long ago but these days it has as much bite racially as telling me, due to my Asian features, that I must be good at math.
Yeah, that doesn't sting at all. And for the record I excel at math ... Or maybe I'm a liar who during a job interview may use that stereotype to my advantage? Hmm, I suppose until I have to pony up no one is the wiser aye?
