It seems today that everytime something happens to someone that pisses them off, they think it is actionable. It is NOT harrassment for a supervisor to comment on the clothing worn by a subordinate as long as the purpose of the discussion is job related and not meant solely to harass. A male (or female) boss can tell a female subordinate that her blouse reveals too much and is thus inappropriate for the office. He (or she) can not, however, say that she has great tits and it's nice that she shows them. I should think that the intent inherent in the two comments clearly differ. One is fine and the other subjects the supervisor (and the company) to a claim for sexual harassment. Can you tell which is which? I think you can. Just because you may not like the comment, that does not mean it is improper, even if it touches on physical appearance.
