Not uncommon. You can address this with either/both "ball stretching" or "Foreskin restoration".
The foreskin restoration - you can do just enough to gain some looseness in your erect shaft skin - you don't have to keep going to full foreskin.

I’m uncut and I have tight balls, and happy with it.
Mine hang kinda low when I am soft. Give me a few days w/o release and they do get tighter and of course during sex they are very tight. If you have Undescended testicles then that is actually a medical problem.

My balls are almost always high and tight. I am circumcised as well, but i cannot see how that would affect how tight my balls hang!

I frequently have a tight sac as well. Stress and cold seem to bring it on. If I'm fully relaxed and warm they come on back down. I guess this is normal but in the tight state they are TIGHT. Uncomfortably so.
I also had a high-and-tight circumcision which left me with a tight sack as well. I have been restoring my foreskin and as the skin has lengthened my sack has gotten some slack to it, though not a lot. I don't mind the tight sack most of the time though, as I am very active and it means I don't have to wear a jockstrap if I don't want to. And I still have a nice bulge, so I don't worry about it much.

Mine are always pretty low hanging but since we are talking about balls Id like to ask you all something. Does anyone elses balls feel like they are attached too high up the shaft? Say youre jerking it or getting a handy. If they start at the bottom of your alls dicks does it pull your balls up a lot too? Ive never jerked or been with a guy so Im curious if its this way for everyone or not. Where my balls are attached can literally reach the glans when jerkin it.

My balls are quite tight up towards my body. Obviously they hang more when warm (it's cold here now!). I'd like more hang and have started using a metal ring of about 4oz. It has made a difference and am quite pleased; shall continue I couldn't possible get two ring on or a wide leather strap as you see some guys have.
Why do I have a slight suspicion that those of us with tight balls will be glad one day when we get older and things... ahem... loosen up a lot?
