Tip of penis burns upon entering Hot Tub

Am I the only one who experiences a burning sensation on the tip of my dick when I enter a hot tub at the gym? It only lasts for a little while. Does anyone else experience this?

It could be the high concentration of chlorine in the water. I don't have the problem but I wear a pa ring so my piss slit is not that sensitive.
