Hmmm, well, 140 people have looked so far and no suggestions have been forthcoming yet. So I'll add a little something to bump this thread...
Of course, there was a swathe of "electric chair"-themed movies released between 1987 and 1989...
Shocker [

Prison [

The Chair [

my favorite in terms of its
homoerotic cover art,
Shadow of Death (a.k.a.
Destroyer) [

However, as far as I can recall, none of those featured any black actors on the chair
(although my recollections of "The Chair" are pretty hazy)...
There was also a somewhat similar scene in
The Serpent and the Rainbow [

Is it possible that the video in question was not a "movie" at all, but rather an anthology of episodes from one of the several TV horror series being produced at that time?
Volume 1 of
Tales from the Crypt, for example, has a possible contender in the episode "The Man Who Was Death" [
http://www.scifilm.org/tv/talescrypt/talescrypt1-1.html]... but I'm really not familiar enough with any of the TV series to comment further...
Are there any other details you might be able to remember, and in terms of your viewing habits, how mainstream/obscure is the film likely to be?
