Vertically is better because the top of the tongue being rough has more friction and therefore gives more sensation to the clit than the smoother, slippier sides.
Try only using the rough top surface and see what happens by licking with a circular action and maintaining contact all the time. (You will also need to move your head rather than the tongue alone)

I have found that when I change directions and rotate tongue strokes counter-clockwise my wife reacts positively and quickly to the change.
