For that survey ya gotta maintain two person integrity (TPI) at all times:

"...requiring the presence of at least two authorized persons, each capable of detecting incorrect or unauthorized security procedures with respect to the task being performed."
How about if I hold while you measure? If it's over a certain size, of course, it'll require additional "supporting" techniques to ensure accurate measurements.
