It's a circumcision artifact. I wondered the same thing for a long time. Like does everyone have a two-tone dick? The demarcation is your circ scar buddy. I don't like it much. Definitely a circumcision thing. All dicks have varied coloring, It's just clearer with your cock because of your skin tone and the contrast.
