Those are some pretty big blood vessels! I would be hesitant about cutting through them too. They are veins though so it's not like you're going to stop any area from being supplied with blood. Remember guys who are circumcised as adults have these veins cut through all the time without any issue but in your case I would be surprised if it didn't cause additional bleeding.
After cutting not everyone is going to be able to pull their foreskin back far enough so that it unravels all of the foreskin. Some men will always have some bunching. The real issue is whether or not the position you're in now is comfortable for the way you like to have sex. If it is then you could consider yourself done and a success. If green was connected to green then things must have been really tight beforehand! Also you've done a very clean job. The glans area looks amazing considering the frenulum used to be connected to it, so good job on placing your ties correctly.
You will definitely get additional freedom with further ties but only you can say if it's worth it. Cutting through veins isn't the end of the world it just has the potential for excessive bleeding and whether or not you can cope with that. Remember blood stops you from being able to see what you're doing. There's a reason you always hear surgeons calling for suction in hospital dramas. It's to clear the excess blood away so they aren't operating blind.
If your confident that you can get a tie in place with blood in the way then that's one obstacle out of the way. Hopefully you'd be able to get the needle through below the blood vessels to avoid puncturing them during the initial procedure. Then the tie would wrap around them, act as a tourniquet, and slowly cut through them. This should allow the wounds to seal before any excessive bleeding occurs.
