It really depends. When I was at university, I would only use them if they had dividers. Though that mainly was because of how awkward they were located, like quite literally next to the bathroom's sinks without a division at all. So just went to a stall, since it really is awkward to go like that, in a place with people you see the majority of the week.

Though if it is a place like a mall or restaurant, I don't care, its not like I know or will ever see again any person that could sneak a peek.

We rarely get dividers in the UK, it's more of a novelty to see them to be honest. I always remember taking a slash in some Victorian toilets in liverpool that had dividers, the whole room was very ornate with beautiful tiles, ornate urinals and dividers really impressive stuff.
As far as preference goes I don't care either way, I'm used to toilets without dividers and a lot are still just a trough in the floor or on the wall. We don't appear to be as prude here in the UK, it's not uncommon in bars for the stalls to have no doors even.

Do you prefer to pee at a urinal with or without dividers. Explain the reason.
It’s very common in the U.K. not to have any dividers so I’m comfortable with either. Especially in pubs or clubs that have urinal troughs so you don’t have a choice. Very common over here.
