I have the same concerns as you as My soft size is a little over 2 but as thin as my finger, it never grew either but I do grow to 5 hard. But still quite thin.
Being 4,5 hard and cumming loads sounds like you have a fine adult penis And although it sucks to be so small soft, it doesn’t matter much functionally. Be happy with it as we can’t change it.
