It's kind of a nice idea but the execution is pretty bad. hell the fact that your virginity is tied to your education scholarship could lead to some very nasty hate crimes. Things that make you cringe when you hear about it, that kind of stuff. *shrugs*

It might be easier to encourage safe sex rather than discourage sex all together. People like to fuck, teens get curious, some fuck. Unless you watch them like hawks there is nothing you can do about it. So teach them to be responsible rather than teach them to suppress it. It's not helping anyone and it is probably driving some kind of social wedge between men and women since they are being treat so vastly differently. So like I said it's a nice Idea but if this was a video game then it'd still be in pre-alpha and a long ways from launch as there are too many bugs and issues.
