I seriously doubt there are cameras mounted inside of restrooms where it is understood that there is a level of privacy and there may also be some nudity. That would be a major invasion of privacy for someone to be spying here!

Many UK public toilets are covered by CCTV at the entrance/exit as standard. I've also used some where the row of closets has been covered by CCTV on the outside and where the urinals have been covered by CCTV from the back wall. Never above or along the row of urinals, though. I agree, that would be over-intrusive.
