DLD's newbie routine would be good for you, PE is more than just focusing on health of the penis though and it's a marathon not an overnight thing you need to focus on this for life if your going to get into it. Work out, eat healthy, meditate if you need too to avoid stress try to cut down on cigarettes if you smoke and read and research as much as you can before starting.
Regarding gains they vary from person to person most people see newbie gains of 1 inch in 3-6 month's some quicker some longer. The bigger you are to start with it's generally considered the quicker you'll gain as you have more to stretch etc... I would also recommend signing up to a dedicated PE forum like thundersplace or pegym (both can be found on google) good luck and welcome aboard!

PC Muscle Fitness
100 quick Kegel squeezes
50 of the following:
Squeeze your PC muscle as hard as you can, hold for 5 seconds then slowly release for 2 seconds. When you have finished the 50 your PC muscle will be screaming. This is a good sign. Now to finish the exercise start squeezing and hold for 1 minute, if you get tired squeeze harder until the minute is complete.
