TERRORIST ALERT

Victorian police are looking for a man who allegedly held a knife to a woman's throat after he was found sleeping in the living room of a Melbourne home last week.

Investigators are looking for a man in his early 20s of Middle Eastern appearance, with dark eyebrows and a script tattoo on the left side of his chest.

He was wearing a black New York Yankees cap and black shorts at the time.

"Until we catch up to him, it's concerning what he may do. Obviously, we are making all efforts to apprehend this person as soon as possible," Senior Constable Keane said.
Police urged anyone with information to contact Crime Stoppers.

Syrian President Bashar al-Assad has said he is ready to negotiate on all issues at peace talks due to take place in Kazakhstan this month. But he says the key issue will be who represents the armed opposition.

Sami Nader, director of the Levant Institute for Strategic Affairs in Beirut, Lebanon, tells Al Jazeera that Assad's comments about “negotiating on anything” are a sign of progress.

In 2015, Interpol issued more than 11,000 "Red Notices" on behalf of member countries. These alerts inform countries that an individual is wanted for serious offences. It's then up to authorities in different countries to decide what action to take.

But human rights groups have suggested that some countries have used Interpol wanted notices to target political dissidents and opponents across borders, often with devastating consequences.
