Watchmen was actually one of the first graphic novels to actually have nudity. It was a huge debate among the comic community if they should ban it or not.

in this case it's not just the cock that was the issue in terms of it being CGI - The whole body is not Billy's it's just his face stitched on to a bodybuilders frame. I'm sure Billy's body is more than adequate for a nude scene, but in this character I understand why they did it. Even pumped up I don't think Billy's real body would have the same thickness that Dr Manhattan needed.
