Many sites agree that the best way to measure is to press the ruler into the pelvis, to compensate for extra fat. I am currently trying to lose 30-40 pounds (I have lost the first 10) . I am 6.5 without pressing in, and 7.5 with it. I am assuming that when I lose the weight, I will be 7.5 without pressing in. In theory, I even hope to surpass that because pressing in the fat only compresses it, so if the fat is gone rather than just compressed, even more of my cock will be exposed.
I am interested in hearing guys' experiences with weight loss and how it affected their penis size (I know it doesn't actually make it larger, except perhaps minimally by allowing more blood to flow). I know there was a study published last summer that said that it was roughly an inch gain for every 35 pounds lost, but I haven't been able to find since reading it last year.
