Check the pic on there to see if it's the same as what you're talking about but I suspect it is. Totally harmless and quite common. "8% to 48% varying with region and whether the subjects are circumcised or not, papules appearing more frequently on uncircumcised penises." I have them too. If it's particularly uncomfortable they can be removed with a laser.

There's usually not nearly as many as that picture. That's an extreme case so you can see them easily. It's usually just a single file line of tiny bumps around the rim of the head. You don't feel them at all unless it's one of the more extreme cases. I guess they might be more uncomfortable if you're uncircumcised though, I'm cut so I don't know.
