So I have this under my glans for over 3 years and because I think it might be unpleasant for my partner I want to get rid of it.

It doesn’t hurt at all, it's not filled with oil, its semi-hard when you touch it.

Also I'm sure its not one of papules cuz I have them and they are completly different.

I tried to sqeeze it out but there is nothing coming out.

You need to see a doctor asap. I really don't like the looks of it, especially the red base. Whatever it is, my professional advice is to have it removed. You have a full frenulum, I'm guessing that you aren't circumcised although I can't really tell from the pictures. If you aren't, it's doubly important that it get biopsied and removed. It has the potential to be very serious.

It looks like smegma in your preputial sac. These can be scrapped away and that unpleasant odour will from the smegma will no longer be there.

I think in horses these are called calculus.

I hope all of you are right. (It isn't lichen...). It still has the potential to be a squamous cell carcinoma of the penis. SEE A DOCTOR, NOT A WEB POSTING!!! If it's nothing with nothing, great. But sticking your head in the sand and PRETENDING it's nothing serious is not smart. See a doctor, please! We need the money.
