It's a C-section scar. It's a longitudinal incision as opposed to transverse. Transverse is usually called a "bikini line" incision. My sister delivered her baby by longitudinal incision because it was an emergency. Not sure if that's exclusively used in an emergency c-section.
Ellie is exactly right, it's up to the Doctor to decide why he might need to preform a C-section longitudinally but there are definitely health issues for the mother or child that require them.
