The way I dress at home (when getting ready for work) differs from how I dress when leaving a gym/pool/clothes op locale. At home it's undies, then shirt (if colder, undershirt then shirt) socks, pants, and shoes. Seems reasonable to me to put on shirt first if it's gotta be tucked into pants, rather than the other way.
In the latter locations, it's undies, shirt(s), then pants. Socks and shoes are always last. There are reasons for this too. One, standing around in a shirt, socks, and no pants looks dorky, imo. I'd sooner go about in a shirt with nothing else.
Two, often enough, dress-out locations have wet surfaces (showers, etc.) To avoid leaving with soaked socks, I get dressed and try to leave the wetter areas before putting on the footwear.
