This is a good question, and ostensibly easier to answer than "what are the longest cocks out there?" or "do 11/12/13-inch dicks really exist?". Because: girth measuring technique is very straightforward (vs. measuring length, which can be done all kinds of ways); it's a lot harder to fake or fudge a measured girth pic than a measured length one, and maximum girth measurements aren't as ephemeral and therefore hard to capture on film as maximum length measurements.
On the other hand, girth has always gotten a lot less interest/respect than length (fairly or not, but that's another discussion), and a lot fewer people have measuring tapes around to do girth measuring, whereas most people have a ruler (or can easily get one). Which leads measured girth pics to be kind of rare. And many of the guys out there with the fattest dicks of all don't have measured pics.
With all that, the largest good measured girth I've seen is 7.7". I believe that guy is a member here, going by hugeblack or something like that. The next largest measured size I've seen is 7.3", which I've seen on two different guys (again, one is a member here: thicklong).
Those are monstrous girths, but I've seen pics of cocks that are surely even fatter - even a lot fatter. The thing is, I haven't seen measured pics for them. I asked one huge guy through chat what his girth was, and he claimed 8.5". As amazing as that is, from seeing his pics I fully believe it. Another one told me (also through chat) that his girth is "over 9 inches". In that case I think he was exagerrating a little, but 8.5", or maybe a bit more, was plausible for him based on his pics (which seemed legit, although I guess you never know).
Mysticwolf, who is the guy on here who you say has a measured 8" girth pic? I'd be curious to see that!
