What's with guys trying to show off in public washrooms

What IS it with some dumb-ass shits deliberately exposing themselves in public washrooms? ESPECIALLY after you tell them to put their "tiny hotdog" away? (Is there a point when insulting the guy on his "size" is acceptable?)
