My experiences with 50 or so women of several races or ethnic origins suggests that there is no connection at all with wetness. Wetness depends on a variety of factors but race/ethnic origin is not one of them.

It could just be more noticable against the skin. I am black myself and if aroused I get very, very wet, regardless of race.
