Why the debate. It is so obviously the case that what she did was worse. Exploring your sexuality in private, which is what the anonymity posting on the forum affords you, is so vastly different to sending a picture of your tits to your co-worker, it really isn't worth discussing. You certainly do not need to be honest about all you are thinking or doing with your partner, but I think you cross the line when you take flirting with a co-worker to the level of sending them a picture of your body parts.
