It is a way to see how your propaganda is working.

If they can track what websites you go to or listen in on your conversations, they can get an idea as to what effect their propaganda is having on you.

I can't dispute any of the above. Though I think it safe to assume that the intel gathered via surveillance is shared amongst the various agencies.
