US Army North was created out of the Fifth Army in San Antonio, Army North was established in September 2005 as the Army service component of the U.S Northern Command. The U.S. Northern Command, based at Peterson Air Force Base in Colorado, was created in October 2002 and is responsible for responding to incidents in the continental United States, Mexico, Canada and Alaska.
Army North has three major missions homeland defense, support of civil authorities, and security cooperation with the Canadian and Mexican armies.
The U.S. Army is preparing for the impact of Hurricane Dolly on South Texas by deploying personnel from Fort Sam Houston to the Regional Response Coordination Center in Austin.
Dolly became a hurricane on Tuesday. The storm is expected to hit land near Brownsville.
The Department of Defense brings additional capabilities for disaster response as part of a larger federal response when requested by a state through the Federal Emergency Management Agency (FEMA) and approved by the U.S. Secretary of Defense.
Col. Laverm Young and the Region VI Defense Coordinating Element will coordinate requests for federal military assistance in response to the storm. Young and his team are assigned to U.S. Army North at Fort Sam Houston.
Young and his six-person team work daily with federal and state emergency planners and consequence managers to coordinate disaster-response efforts in the five-state region of Texas, New Mexico, Oklahoma, Arkansas and Louisiana.
They have certain missions for dealing with emergencies, storms, and disasters. It is not a "civil liberties" issue.
