If I get the gist of the question, I think Capitol meant cut from birth... It is completely different to get cut later in life.
The physical result is the same. The only difference might be playground bullying/ridicule that some uncut might experience. And even then that's only in America/other places with high circumcision rates.
And people making jokes is hardly a valid reason to go from uncut to cut. The only valid reason is if medical intervention is required. And medical intervention is only required in <1% of cases.
And of those cases, not all will require circumcision. There are less drastic procedures such as frenuloplasty.
So at least 99% of people in possession of a natural penis will have
no good reason for wanting or requiring a circumcision.
And of the 1% that do it would be blatantly obvious whether or not surgery is required.
In case you can't tell, I'm one of the 99% as mentioned above and one of the "so many uncut men" referred to by the OP who prefers being au naturel.
