If you ask me, there's a fine line between fetish and paraphilia. I can understand why exhibitionism, or flashing, can be exciting and add an interesting aspect to your sex life. But I think paraphilia is almost like a drug that you can get addicted to. Once you start, you want more of it and more frequently. You start going bigger and riskier. This is when it gets out of hand and people don't have complete CONTROL over their behavior and lead to dangerous acts.
