There are about 153 million registered voters in the USA. The USPS delivers 472 million pieces of mail PER DAY. It doesn't seem much of an increase in volume if the mail-in voting is spread out over 30 days or more. Even if all voters used the USPS to deliver their ballots, the extra daily volume would be insignificant. Over thirty days, that's 5 million ballots per day or slightly more than a one percent increase in total volume. Why is that a problem?
I think they are full of it when they warn states that they may not be able to deliver the mail on time due to capacity issues.

I've been retired from the Postal Service for 5 years, and everything in this portion of the article is nothing new. I've seen workforce reductions, no over time, late arriving trucks delivering unprocessed mail, and mail that was delayed (sadly) long before this current tempest in a teapot.
I've seen a plant manager shut down mail processing operations at 10 PM on April 15th, even with people lined up outside the plant waiting to have their tax returns posted!
There are towns in the intermountain region that used to process their own mail, but it now goes to Denver for processing and then returned to the town of origin. That happened a few years ago.
I was tasked with recovering a collection box one night that had been run over and was a block away from it's intended location. That box was never replaced. That was over 25 years ago.
The link above also explains how to obtain an absentee ballot in the state of Virginia. Looks like a simple process to me. I'm guessing that it's probably the same in most states.
And now Dr. Fauci says that with social distancing and masks, there shouldn't be a problem with in person voting. That's what I'm going to do.
Good luck. In Maryland the number of open polls has been cut in half. There are not enough poll workers. Mostly elderly, the people who have done it for years can 't do it now - risk is too great. As a result my neighborhood, votes at a local high school, but two other polls are to be folded into one, and triple the number of people voting. I'm used to waiting to vote there, sometimes a half hour, However if I multiply that by three my risk of exposure rises - bigly. If the weather is bad (November, remember?) everyone will be packed in to stay warm and dry. What could go wrong? Right now social distancing is more and more becoming lip service and not reality. Desperate restaurants have added outdoor seating, but rarely do people want to sit in 100 degree heat to eat. Hello? Wonder why cases are rising? Most of the cases this week are young people and yes, children. Also November will be the heart of the start of flu season and the second wave of COVID will be making itself known.
Yes, you're right about postal problems in the past as well, and that is no excuse, but rather than try to kill it, we need to save it, strengthen it and make it work. It is not intended to be a profit maker - it is a vital tool of the nation's democracy. Trump has paid millions of dollars to companies that have not lost a dime in this pandemic - in fact have made more money, money has been dumped into churches to keep their payrolls. WE have a legal and moral obligation to make the USPS what is should be. There is no reason why there should ever be a problem with everyone voting by mail. The volume will not equal one day of Christmas card / package season.

Interesting that retired folk that are at greatest risk of infection are the ones that volunteer at the polls.
Maybe you can be a hero and suggest to your county voting agency that in the interest that everyone have a chance to vote in person at the polls, the polls be staffed by members of the National Guard. Or apply for an absentee ballot.

One more thing
We recently had a primary here in Arizona, and the polls were staffed with elderly volunteers. Social distancing and masks were the norm, and the county had an ample number of voting booths as well as ID check stations. Once checked in, a ballot was printed for me, I signed the secrecy envelope, voted, placed the ballot in the envelope, sealed it and a volunteer checked that I had signed the envelope, and it was placed in a sealed container.
Done
