That was Arlene Hunter (a.k.a. Arline Hunter), who indeed appeared in a couple of the phoney 'Marilyn' stag films:

The model in this film has never been identified, which is the only reason that it's still held up as being 'possibly Marilyn' all these years on since its discovery.

It's a legitimate 16mm film on pre-1951 stock that was found in a large private collection of adult films in Paris, France in 1980. That much, at least, is true. Needless to say, the claim that it's Marilyn has made its owner plenty of dollar$ over the decades since then.
