Neither is rich. They are both grifters. Aaron will do lots for money. That's why is not a congressman anymore. Wouldn't be surprised if he was a full partner of Rugo in every way. They were both raised in middle class families. Aaron spent lots on legal fees. Schock and Rugo love the billionaire lifestyle. Their families don't support them financially. So use your imagination where the money to finance the exotic trips, clothes etc comes from.
