The only reason he probably kept Kyle up was because Kyle has a HUGE fanbase. Taking down his videos means he is taking down heavy volume, too. People would call him out on it. He knows Kyle was with DTS, and I know for a fact that he did not like it because Kyle said it! Just like he likely won't take down Fernando's videos after doing multiple oral videos with other men on his OF. He probably also knows Marcus has a "private sextape" out there because it's been circulated around forums for years. Those are men with huge fanbases and basically made BCH what it is today.
It's easier to get rid of a Khalifa or Deeshawn because their volume is not big at all and they don't really have a fanbase. Marcello has content out there, too, but I reckon Vic hasn't caught wind of it like the others. If Cory, Ramon, Edward or Justin had content out there, I think he would be hesitant to delete their content in fear of backlash. Most of these men are fluid, self-identified straight men. More and more will be doing content with other men. The only way he stops it is if they sign exclusive contracts, and these men aren't signing their freedom away to BCH.
